2023 Strategic Plan

As the end of the 2020 Strategic Plan approached, the KYVL Leadership Team adopted a strategy of a three-year rolling plan, with changes to be introduced at the annual Joint Session. Organizational vision, mission and values of the 2023 plan remain consistent with the 2020 plan, as do the focus areas of Resources and Resource Sharing; Information Literacy; Member Services; and Sustainability. Iterative changes have been introduced within the focus areas.

Executive Summary

The Kentucky Virtual Library’s Strategic Plan sets forth KYVL’s vision, mission and values, outlines KYVL’s strategy for bringing information resources and information literacy to the Commonwealth of Kentucky, and undertakes to position KYVL for a sustainable future. As a living document, the rolling three-year plan is subject to ongoing review and revision by KYVL’s Leadership Team.

Vision

Knowing how to find, evaluate and use information improves quality of life. KYVL envisions a Commonwealth in which all Kentuckians have equitable access to the information they need and the tools to use it effectively.

Mission

KYVL's mission is to provide all Kentuckians a common foundation of high-quality resources, and support in their use, to enhance lifelong learning, working and living.

Values

In pursuit of our vision and mission, KYVL is committed to:

  • fostering collaborative communities and innovative partnerships to further our common vision;
  • equity and sustainability of funding and distribution of resources;
  • conscientious stewardship of resources and efficiency of operations;
  • providing prompt, courteous and knowledgeable service in all interactions with our members, users and partners; and
  • clear and timely communication on issues of interest to members and partners.
Resources and Resource Sharing

1. Provide high-quality resources that serve the information needs of Kentuckians.

  1. Provide core databases consistent with member needs and KYVL resources.
  2. Explore enhanced offerings for member constituencies.

2. Facilitate resource sharing among Kentucky libraries.

  1. Provide access to courier service for all member public and academic libraries.
  2. Provide a platform for the sharing of unique local content through the Kentucky Digital Library.
Information Literacy

3. Promote a high level of information literacy among Kentuckians.

  1. Develop information literacy resources for all KYVL user communities.
  2. Coordinate and deliver training for librarians in the use of KYVL resources.
Member Services

4. Maintain clear and timely communication with members.

  1. Deliver key messages via appropriate channels.
  2. Provide visual and interactive reporting of statistics to inform collections and operational decisions, promote transparency and demonstrate value.
  3. Maintain a responsive committee structure that reflects member and organizational needs.

5. Provide an excellent user experience with KYVL.

  1. Provide responsive assistance to member libraries and their end users who directly contact KYVL.
  2. Provide easy, effective interaction and feedback mechanisms for librarians and end users.
  3. Develop and maintain an appealing, intuitive, accessible and device-neutral web site that is well organized, relevant and up to date.
  4. Enhance user authentication and discovery services.

6. Maintain internal operational excellence.

  1. Maintain qualified staff at appropriate levels.
  2. Maintain efficient office systems and operations.
Sustainability

7. Operate strategically and sustainably.

  1. Pursue a strategic agenda consistent with the priorities and Strategic Agenda of Kentucky’s Council on Postsecondary Education.
  2. Apply equitable and sustainable funding models to all KYVL services within and among member constituencies and with respect to CPE funding.
  3. Pursue and promote value-added benefits for members.

8. Strengthen and grow the KYVL user community.

  1. Engage in partnerships that further the mission of KYVL.
  2. Promote awareness of KYVL’s vision, value and services.
  3. Identify and showcase measures and values to key audiences.

2020 Strategic Plan

In early 2017, the KYVL Leadership Team reviewed, simplified and updated the strategic plan. After a comment period, the plan was approved by the Leadership Team in July, 2017.

  2. Develop and implement a comprehensive strategy for training librarians in the use of KYVL resources.
Member Services

4. Provide competent, friendly, professional staff at appropriate levels.

  1. Develop and implement a schedule of staff training for internal operations and public-facing resources and interfaces.
  2. Review and update written operational procedures.
  3. Adapt staff assignments as needed to meet operational and membership needs.
  4. Assist member libraries' end users who directly contact KYVL.

5. Maintain clear and timely communication with members.

  1. Develop and implement a comprehensive strategy for member communications.
  2. Develop and implement a strategy for robust reporting of statistics to inform collections and operational decisions and promote transparency.
  3. Improve interaction and feedback mechanisms for librarians and end-users.

6. Provide low-barrier access to KYVL resources and services.

  1. Maintain device-neutral, responsive web presence.
  2. Simplify and improve user authentication.
  3. Optimize infrastructure for internal and external operations.
Sustainability

7. Strengthen and grow the KYVL user community.

  1. Pursue partnerships that further the mission of KYVL.

2016 Strategic Plan

KYVL engaged in a strategic planning process and released a plan in 2011 to run through 2013. KYVL's Leadership Team revalidated that plan to cover the 2013-2016 period.
