1.Present: Miko Pattie, Charlene Davis, Larry Rees, Lee Van Orsdel, Kathy Hamperian, Barby Hardy, Wayne Onkst, Mike Binder, Diane Culbertson, Kathleen Bryson, Norma Northern, Jim Nelson, Hannelore Rader, Carol Nutter, Beth Kraemer (representing Paul Willis)
2.The meeting was called to order at 1:00 p.m.
3.The meeting began with a celebration of the Kentucky Virtual Library's 2nd birthday, which was November 1, 2001.
4. The KYVU update was given by Daniel Rabuzzi:
4.1 Proposed increase in budget for electronic databases was requested November 5th. There were no new initiatives. Of the $ 1 million - $ 500,000 will be from the Council on Postsecondary Education and $ 500,000 from public institutions, private institutions and KCTCS. The independent institutions will not know if they can participate until April. The Council feels positive, as do UK, U of L and KCTCS.
4.2 Revolving Fund RFP: Public and private institutions will be able to request $ out of the $900,000 left over funds. The RFP's will be due by January 4, 2002. The money will be loaned interest free to be used for development of online courses.
5. Contributions Group Report - Norma:
5.1. The agreed upon methodology for addressing the projected 2002-2003 deficit will be: % Cumulative Use + % Annual Use = % of deficit share. This will help to modulate sharp increases and decreases.
5.2. All user groups agreed to cover the 2002-2003 deficit. Each user group determines their own internal allocation of the deficit cost.
5.3. Special Libraries: It was recommended that the KYVL increase
the base contribution rates for special libraries.
5.3.1 Non-profit organizations: $1,000 and For-profit organizations: $2,000.
5.3.2 The total contribution rate will be a combination of (base + FTE) then
after a year (base + usage).
5.3.3 The group needs to develop a hardship appeal process for currently participating
special libraries. The committee with develop the hardship process with final
approval by full VLAC committee.
5.4. Charlene and Wayne will work on a formula approach for assessing public libraries for the next VLAC meeting.
6. KYVL Update - Miko Pattie:
6.1. Databases - 5 Vendors and 40 databases as of Oct. 1, 2001
6.2. Smartlinking capability is working only on native interface. Smartlinking is a mechanism to link to journals you subscribe to. Still working on Smartlinking on ASP and Master File.
6.3. KYVL is working on instructions on how to access full-text.
6.4. It will cost $20,000 to put Wilson's Biographies in WebZ Group
6.5. There will be an Endeavor Seminar to discuss Encompass (possible replacement for site search) and ILL.
6.6. Miko has included RFP for Integrators in distributed materials and feels this may be a good opportunity to consider vision on how to integrate KYVU and KYVL and to find Sitesearch replacement.
6.7. Miko mentioned authentication problem.
6.8. Kathy mentions server performance problems. Beth and Dave are working on it, but the vendor is not familiar with what we are trying to do. Miko may need to contact vendors.
6.9. Endeavor: By November 9th we will switch over to Secure Shell Telnet Client
6.10. The Adult Education Database was released September 11th.
6.11. EPSB Teacher Education group will require "research need" module and KYVL will be one of the units. Tests will be online.
6.12 Early childhood initiative: Will distribute KYVL information packets to 500 child care workers by mid-November. Will speak to the board in January.
6.13 Working very closely with KCTCS. 80% of KYVU students are KCTCS. KCTCS will be separated into 16 districts - 3 do not have libraries (Bowling Green, Central Kentucky Tech, Northern Kentucky Tech). KYVL will be their library for distance learning. KYVL will work with Susan Edington of KCTCS to be sure everyone is in the loop.
7. Marketing Group - KYVL needs to have a small marketing group. Hannelore will organize.
8. CPE has funded a course articulation system that UK will host and will link to KYVL/KYVU.
9. Everyone looked at the 2001-2006 Action Agenda with the 5 questions.
10. KYVL is conducting training sessions geared toward the 67 underserved counties.
11. Miko would like for VLAC to get libraries to put KYVL link on front page of library's Web site for easier access and for marketing. It was thus recommended.
12. The next meeting will be held January 25, 2002
