1. Introduction and Membership Additions/Role Changes
Diane Culbertson assumed the responsibilities of Chair. Lisa Rice was selected Vice-Chair (provided she will accept). Rose Davis was selected Secretary.
Other membership changes: Laurene E. Zaporozhetz replaces Lee Van Orsdel representing Public academic constituents, Rose Davis represents the Virtual Library Users Group, Blenda Fields will continue as representative for the Kentucky Department of Education K-12 constituents, Joyce Bullock representing the Kentucky Adult Education Associate.
Cherry Berges said her term expired June 2004. The KCTCS Directors will meet in September to select their representative.
2. KYVU Update (Northern)
Tanzi Merritt recently resigned. Permission to hire was received as an exception to the current hiring freeze. Marcy and Enid are splitting Tanzi's routine duties until a replacement is hired.
KYVU is in a new contract year for the course management system. There is now a statewide license for the ANGEL courseware for an unlimited number of users. Virtual Emcee will provide new capabilities with video streaming and synchronous presentations/communication.
The state still does not have a budget and we do not know if KYVU will have any cuts.
Fall registration begins August 9. Spring registration was approximately 25,000. Fall 1999 had 230 enrolled. KYVU has been growing academically, mostly with KCTCS growth, as well as with new partnerships with state agencies.
An MOA is in the works with the Personnel Cabinet has been established to offer EEO training to State employees through KYVU. The Government Services Center, Office of Government Training, is expanding training through online courses.
Kentucky Adult Education is running a GED awareness campaign which gives the KYVU Call Center toll-free number as the number to call for more information. Adult Education is lending two people to help with the calls.
3. KYVL Update (Wohlstein)
KYVL will host two SOLINET workshops, "Web design with Cascading Style Sheets" and "Training 24/7: Designing and Offering Web-based Training.”
Enid announced the "Finding Free Gold: Government OnLine Documents" all-day workshop KYVL and the GIA Workgroup have coordinated. The free workshop will take place on 1 November at CPE. KYVL intends to tape the workshop and digitize the video to put on the KYVL site along with all presentation materials and handouts.
The Portal Workgroup developed an RFI this past Spring. Based on vendor responses, some vendors were invited to present at the CPE offices. Library directors from across the state were invited to attend the presentations or send a representative. The Workgroup will write the RFP this fall. Elaine Maher, KYVL’s SiteSearch administrator on the CPE IT staff, has been added to the workgroup.
The Outreach Workgroup is losing Stacey Nickell representing KCTCS and Cindy Gaffney representing public libraries. New representatives are need. The video contest for KYVL PSAs made by the Student Technology Library Program participants was very successful and we plan to have the contest again. Students created a 15-second PSA. Three schools received plaques and all participants were sent letters.
The Information Literacy Workgroup is working on the How to Do Research tutorial and updating the language and activities. We intend to have the web-based tutorial converted to an Angel CMS-based tutorial which we can offer via Angel, the KYVL site and then possibly export it for use in Blackboard.
Charlene discussed the Resource Sharing Workgroup activities. There will be a KULS presentation at KLA. OCLC ILL web version is migrating to OCLC FirstSearch WorldCat Resource Sharing version. No sunset date has been announced yet for Passport or web version. Discussions are being held regarding a pilot training for KDLA customers.
There have been discussions about the Lanter document delivery services. There continues to be issues. Customers are asked to report every problem related to the courier service. Some problems reported include late service, damaged goods, serious time problems getting media materials not received on time. Specific detailed reports are needed to take to the company. Lanter is willing to work with KYVL and has already made some adjustments. Enid reported that KYVL pays for the courier service for ILL and KYVU. The 2003-04 contract did not have an increase. A survey will be on the web site in the Spring to assess the service. It needs to be reported if document delivery personnel are arriving 30 minutes early or late. Deliveries, lending and receiving, should not take more than a week.
Charlene reported that the Collections Workgroup has not met. It is time for assessment for the RFP. Quantitative and qualitative review is needed. It will take 6-9 months to complete the review. A report should come to VLAC in a year. Licenses provided through KYVL for the 43 databases from five vendors will all end June, 2006 and September, 2006. Enid reported she has worked with vendors to deal with inflation. A handout, "KYVL Contracts" was provided.
Enid will be presenting two session at the fall KLA/KSMA Conference - one on KYVL and one about the activities of the Kentucky SOLINET Users’ Group (KSUG) Recruitment Task
Force efforts to recruit to the library profession. Other presentations and trainings include: Kentucky Middle School presentation on materials related to middle schools in September, the Association for Adult and Continuing Education conference and the Breaking Down Barriers Conference [KHECC/CLIK/SAALCK].
Dates are yet to be determined for KYVL training - six onsite and six online training sessions via Angel. Scheduling any training, whether onsite or online, will depend on when KYVL is able to hire a new reference librarian.
In November, KYVL will celebrate its 5th anniversary. KYVL hopes to have some special functions throughout the fall and into 2005 to celebrate.
EDRS, which provides ERIC full text, will no longer exist after 1 October. KYVL will no longer have EDRS through EBSCO as EDRS will be closed. SOLINET and ProQuest are being contacted for coverage.
4. Special Library and Special Academic Fees (Wohlstein)
A subcommittee is needed to review the Partner/Member fees. A motion was made by Norma, seconded by Cathy, to form a subcommittee to analyze fees for the Special Academic and Special Libraries groups. Motion passed. The subcommittee members will be Enid, Janet, Cathy, and Norma.
5. Presentation - LCC Online certificate (Birchfield)
Martha Birchfield, Lexington Community College, gave a presentation on the online Library Certification program being offered by LCC. SOLINET has worked out an agreement with LCC to offer this program to SOLINET-member staff for LCC in-state tuition cost.
6. Other issues/Discussion
Arne announced the LAMA Institute being offered by SAALCK August 13 at Northern Kentucky University. Julie Tedaro will conduct the Institute. He also announced the Kentucky Higher Education Computing Conference (KHECC) September 30-October 1 to also be held at NKU. It is a joint effort of Connected Learning in Kentucky (CLiK), the State Assisted Academic Library Council of Kentucky (SAALCK) and the Kentucky Higher Education Computing Conference (KHECC). Information can be found on the SAALCK web site <www.saalck.org>.
Diane reported that KYVL is mentioned in the column "The Librarian's Internet" in School Library Journal.
Enid reported that the Kansas Department of Education called for permission to link to our KYVL for Kids portal content.
The Bylaws state that VLAC must meet a minimum of six times a year. We discussed trying to meet on the 3rd Friday in alternating months. Enid will canvas the members for best dates.
